Overview
In alignment with the "Dual Engines" strategy—strengthening industries and revitalising cities—Quanzhou has launched a comprehensive roadmap to accelerate the growth and transformation of its food and beverage sector. Under the guidance of municipal leadership, the Quanzhou Office for the Development of the Food, Beverage, and Biopharmaceutical Industries has released the Implementation Plan for the High-Quality Development of the Food and Beverage Industry (2022–2025), aiming to scale the industry and enhance its overall quality and competitiveness.
Strategic Context
The food and beverage sector is a cornerstone of Quanzhou's industrial landscape, forming part of the city's RMB trillion-level industrial clusters. In 2021, the output value of large-scale enterprises reached RMB 130 billion, with 275 major food manufacturers operating across the region. The city has nurtured a series of prominent sub-clusters: leisure food and beverages in Jinjiang, Shishi, and Hui'an; traditional Yongchun vinegar; Anxi's premium teas; and grain and oil products from Nan'an and Quangang.
Development Targets
By 2025, Quanzhou aims to achieve total industry output exceeding RMB 200 billion. Goals include expanding to 350 large-scale food processing enterprises, fostering two enterprises with output over RMB 10 billion, three in the RMB 2–5 billion range, ten exceeding RMB 1 billion, and one hundred surpassing RMB 100 million. Five major industry clusters—leisure food, tea, aquatic products, grains and oils, and meat products—will each be developed into full industrial chains exceeding RMB 10 billion in value.

Core Tasks
Establish Raw Material Supply Bases
Promote the development of demonstration zones for grain, oil, livestock, poultry, fruit, vegetable, and aquaculture production to secure a steady supply chain for processing enterprises.
Strengthen Industry Leaders
Support flagship companies in scaling operations, encourage SMEs to focus on specialisation and quality, and create an ecosystem that fosters synergy among large, medium, and small enterprises.
Promote Industrial Clusters
Plan, construct, and upgrade specialised industrial parks to encourage enterprise clustering, inter-firm collaboration, and integrated support facilities.
Optimise Supply Chains and Logistics
Advance smart logistics infrastructure, including cold-chain parks, rural cold storage, and last-mile distribution systems. Build a regional cold-chain network serving the broader Xiamen–Zhangzhou–Quanzhou economic corridor.
Drive Technological Innovation
Accelerate the adoption of digital equipment, CNC technologies, 5G, and IoT to facilitate the sector's transition from traditional processing to intelligent and automated production.
Enhance Food Safety
Enforce rigorous standards for environmental safety and agricultural inputs. Implement traceability systems combining product certifications and digital identifiers to strengthen quality assurance and consumer trust.
Build Strong Brands
Develop a hierarchical brand system by cultivating regional public brands, signature agricultural product lines, and competitive corporate brands with global appeal.
Expand Market Access and Channels
Encourage diversified marketing through e-commerce, live-streaming, and cross-border platforms. Support enterprises in exploring domestic and international markets, enhancing multi-channel integration.
Support Measures
The plan outlines six supportive pillars:

Systematic sharing of best practices
To ensure effective execution, a coordinated governance model between municipal and county governments will be established. The plan calls for the full implementation of supportive policies, platform development for enterprise services, and sustained efforts in investment attraction, talent retention, and brand promotion—providing a strong foundation for the sector's long-term, high-quality development.
